This Code of practice has been developed to provide a reference for CFC networks and other rescue groups operating in Victoria. The purpose of the Code of Practice is to specify the acceptable standards that groups should adhere to when rescuing, caring for and rehoming dogs. Unfortunately the Guide produced by the Department in 2016 with minimal consultation and based on the Code of Practice for Management of Shelters and Pounds showed a significant lack of understanding of CFCN groups, including setting out that foster carers for surrendered dogs were the 'owners' of such dogs.
